Topic: The Freedom Struggle – its various stages and important contributors /contributions from different parts of the country
Why this question?
This topic is in news as it’s 72nd anniversary of RIN Mutiny.
Key demand of the question:
You have to objectively comment on significance of the RIN Mutiny – is its significance overblown? Why its importance, if at all was very important, was not acknowledged? etc
Directive Word:
Comment – You should balance your answer through your opinion on the issue. You can say it’s very significant but its importance was acknowledged as its nature was antithetical to democratic aspirations of new nation.
Structure of Answer:
In the introduction, you have to take a stand. Also highlight why it’s momentous.
In the body, you should defend your stance. Do so in 3-4 paragraphs with each para dedicated to one of the aspects of RIN Mutiny. You should also comment on RIN trials – how it overshadowed Mutiny. Make sure facts are not missing.
In the conclusion, balance out by writing that each event that took place towards getting India independence have had their significance and it should be acknowledged. (or draw your own conclusion based on content of your answer)

Why this question?
Petroyuan on the lines of petrodollar will be a significant issue and might draw UPSC attention. More than this, this question is asked to introduce you to a new concept.
Key demand of the question:
First part needs definition, comparison with petrodollar and an example. In the second part write about impact of Petroyuan on global energy markets. If possible, include1-2 points on its impact on India (even if it’s not asked)
Directive Word:
Examine: Present facts as they are. If it’s opinion, quote the person or institution (don’t write it as your own).
Structure of Answer:
In the introduction write about China’s increasing assertiveness in almost all spheres of international order and its ambition to herald new global order through new institutions, trade and currency (refer to Petroyuan).
In the body, There should be TWO mains parts to address two demands of the question. In the Second part, divide answer into categories – impact on US Dollar, Middle East markets etc.

Topic: Issues relating to development and management of Social Sector/Services relating to Health
Why this question?
This question is asked to stir your conscience (640000 deaths in one year!). And to test your gravity and understanding of the issue. It’s also important for Mains.
Key demand of the question:
Write about solutions to stop newborn child deaths. And critically comment on this issue (be objective, don’t be emotional)
Directive Word:
Comment: Based on facts, argue why India’ rank is low. Also mention efforts are being made to reduce these deaths.
Structure of Answer:
In the introduction, prominently highlight why this issue in very important for India and how it’s shameful that our efforts are not bearing fruits.
In the body, in the first part, give around 10 measures with stats/data/examples. In the Second part, in 2-3 paragraphs, comment why we have failed.
In the conclusion, comment why other states can no achieve lower deaths when Kerala and Tamil Nadu are able to achieve this.

It’s an important issue for Mains – 2018. UPSC is focusing on new laws and policies these days.
Key demand of the question:
It’s a direct question where you should write features and significance of the Bill.
Directive Word:
Examine: Write facts as they are. Don’t comment on the Bill.
Structure of Answer:
In the intro, highlight importance of protecting consumer interest and how the new Bill tries to preserve consumers’ interest.
In the body, there should be TWO main parts. One for features. Second part for significance. In the second part, divide into categories (ex Rights, Mediation etc)
In the conclusion, write how new challenges in digital world threaten consumers and how the Bill might seek to plug earlier loopholes.

It’s a new scheme. It’s an important question for Mains.

Direct question – write about objectives, features and significance.

Discuss: You should write about all aspects of this new initiative. If possible write your opinion as well (in the form of suggestions in the end)
Structure of Answer:
In the introduction write about how this new scheme could compliment other sanitation schemes and also benefit various stakeholders.
In the body, in 4 parts discuss objectives, features, significance and suggestions (1-2 only)
In the conclusion, write about long-term prospects of the scheme.

Why this question?
There will be 3-4 quote based questions in Ethics paper.
Key demand of the question:
Explain that real education is all about making one tolerant and receptive to all ideas/criticisms around you. It’s also about building self confidence and calm temperament. With an example from civil services and one from personal life, address this statement.
Directive Word:
Illustrate: There MUST be an example through which you should make meaning of the statement very clear tot the reader.
Structure of Answer:
In the introduction, write about importance of education for creating a tolerant society.
In the body, through two different examples, highlight the importance of tolerance and self confidence. Argue that the aim of education should be to create a citizenry that is open to new ideas and new thoughts.
In the conclusion, by mentioning a current event where we have shown our intolerant attitude, comment that there is a need to reorient education system.
